At the height of the pandemic, US airlines eliminated virtually all change fees in the hope that customers would feel more confident booking flights if they could change their flight for free or cancel for a fee. The ability to change dates or even destination location without incurring additional fees allows travelers to do so. Alternatively, passengers can simply cancel a ticket and receive a travel voucher or credit. That puts Southwest, which has never imposed change fees, on par with other major U.S. airlines.
The main exception is passengers purchasing tickets at basic economy fares, which are the cheapest but are subject to strict restrictions. Some airlines do not allow any changes or cancellations to these fares. Others, like Delta Basic Economy, require you to sacrifice $99 or $199 in order to change your domestic or international travel plans in exchange for a Delta eCredit.

This time last year, Delta persuaded customers not to book their cheapest fares by going where no other airline had gone, not even Spirit or Frontier.
Delta's base economy fares will stop earning SkyMiles in December 2021. The lowest-cost flights offered by Delta will no longer count toward Delta Medallion status. It was a blatant ruse to get passengers to pay $70 or more round trip for a basic economy flight, earning SkyMiles, getting to choose their seat for free, and retaining their right to cancel for a full refund.
It now appears that it was a success. Only 5% of Delta tickets purchased today match their base economy fare, Hauenstein informed investors Wednesday. This is significantly lower than the 15% before the pandemic.

The fact that airlines don't really want you to buy their cheapest basic economy fares is one of the travel industry's worst-kept secrets. They exist to compete with airlines like Allegiant Air and Spirit, luring you in with a cheaper ticket before trying to sell you a full fare.
And only Delta has further progressed. Basic economy fares do not count toward elite status on some other major airlines, although they are still eligible to earn redeemable miles.
To compete with budget airlines, Delta was the first major U.S. airline to offer basic economy flights, which had limited fares and no free seat selection or other perks. They are now on virtually all of Delta's routes, including its extremely long-haul flights from the United States to Australia and South Africa. Additionally, a large portion of Delta's network is now covered by its continued exclusivity in offering basic economy award tickets when using SkyMiles.
On the bright side, you can still take a carry-on bag with you when flying basic economy on a Delta flight, unlike when flying basic economy on a United or JetBlue flight. The experience is the same as any other economy class after you board the plane.
But Delta has made it clear that it wants fewer and fewer passengers to buy basic economy over the years. A few years ago, Hauenstein himself asked “how much people are willing to pay” to escape fundamental economics.
Delta's goals are clear: to become America's leading airline. And that means focusing on expensive seats to attract paying customers.
The hypothesis reiterated Wednesday by Delta CEO Ed Bastian has been echoed in numerous investor presentations over the past four years: "Premium has led the rebound."
By far, the airline's premium cabin alternatives, such as Delta One and Delta Premium Select (Delta's brand for premium economy), are the most cost-effective. According to Bastian, “the premium is really sticky,” meaning passengers who have flown in these seats before prefer to stay at the front of the plane. Delta executives also discussed in detail the appreciation of the Premium Select option alone, which Bastian said was "going off-the-shelf."
